6th Briefing Book Traditionally, ELPAC's biggest effort in any two-year election cycle is preparing a candidate's briefing book, explaining the biggest language-related issues. These briefing books are provided to all federal candidates, free of charge. The August 2002 edition, our sixth, features articles on "Is it discrimination to use English?" "The end of bilingual education?" "Bilingual ballots," and more. Each issue also has a comprehensive "History of English as America's Common Language." We have printed a few extra briefing books this year.
