Conress Mulls EO 13166

Cong. Bob Stump (R-Arizona), the powerful Chairman of the House Armed Services Committee, has introduced a bill to block last year's Executive Order 13166, which requires federal agencies and grantees to provide services and benefits in languages other than English on demand. The Stump bill has attracted 54 co-sponsors. Unfortunately, only one co-sponsor is a Democrat, so observers consider final passage of the bill unlikely in its present form.

Meanwhile, in early May, Cong. Ernest Istook (R-Oklahoma) held hearings on EO 13166. Mitch Daniels, newly-installed head of the federal Office of Management & Budget, told Istook that the Bush Administration would not revoke the Order, but would look for ways to minimize the damage it causes.
