Declares English the official language of the federal government. Imposes an affirmative obligation on the federal government to preserve and enhance the role of English as the official language. Requires the federal government to conduct its business in English. Prohibits anyone from being denied government services because he or she communicates in English.

Declares English the official language of the federal government, and requires federal government to use English. Requires Immigration and Naturalization Service to conduct naturalization ceremonies in English and to enforce English language proficiency standards for naturalization. Repeals Bilingual Education Act and bilingual ballot provisions. Provides private right of action for redress of injuries.
